The State executive committee of the CPI, which met here on June 9 and 10, adopted a resolution unanimously, reiterating that development of a neglected region was possible within the integrated State. It again wanted the State Government to announce a Rs. 5,000-crore special package for Telangana, besides completing the pending irrigation projects, lift irrigation project on the Godavari river and implementing GO 610, all of which were listed in the party's "Warangal Declaration.'' Briefing presspersons on the two-day deliberations, S. Sudhakar Reddy, Secretary of the State Council, said the appeal made by some of the district units of Telangana, in tune with the sentiments of people there, was discussed elaborately. It was after a long discussion that the resolution was adopted unanimously, which meant the party preferred to stick to its earlier stand. He said the executive committee meeting, was attended among others by A. B. Bardhan, General Secretary, Chittaranjan and D. Raja, Secretaries of the National Council of the party. In the resolution, the party admitted that Telangana suffered from neglect and injustice. Promises and agreements on development were not fulfilled. Both Congress and the Telugu Desam Governments failed to complete the pending irrigation projects. It was this uneven development that led the people to demand a separate State and the issue received support from sections of people. The CPI was in the forefront of the long battle for formation of Andhra Pradesh. But people of one region could not be held responsible for the backwardness of another. Historical backwardness starting from feudal rule in Telangana, continued due to criminal negligence of the Governments. It had carried struggle for development of Telangana and backward areas of Rayalaseema and North Andhra. Even now it has decided to an agitational programme in July and a massive rally at Hyderabad in August, to pressure the Government to implement the demands listed in the "Warangal Declaration.''
