SP appears before SHRC in 'torture case'

CHENNAI MAY 10. A Superintendent of Police appeared before the State Human Rights Commission in connection with a complaint of police intervention in a civil matter and torture of a person. An inspector, who was stated to have detained the complainant, also filed his reply before the Commission. In his complaint, Selvaraj of Pappanancheri in Perambalur district said his brother, with a view to repaying debts, had been demanding that land in the village, a portion of which he (Selvaraj) owned, be sold. He was threatened with police help. Later, pressure was brought on the police, through a relative of the SP. He was taken to the Perambalur town police station in August last year and detained and tortured. He was released the next day but not before his wife sent telegrams to higher authorities.

The complainant alleged that his civil rights were infringed upon by the police, who misused their powers. Taking the petition on file, the Commission Member, S. Sambandham, ordered an enquiry by the SP attached to the rights body. After he submitted his report, the Commission felt, there was need for a detailed enquiry and ordered summons to the respondents. Accordingly, the SP, S. Panneerselvam; the town police station inspector, Balaguru, and the complainant's brother, Arulraj, appeared before the Commission.

However, denying the allegations, the SP said a lawyer had instigated the charges. The inspector said the complaint was a motivated one. Arulraj said the police never interfered in the matter. The case has been posted for further enquiry on June 11.
