Council passes four Bills

Bangalore March 31. Four Bills approved by the Karnataka Legislative Assembly were today passed by the Legislative Council without much discussion.

The Bills approved were the Karnataka Land Revenue (Amendment) Bill, 2002, the Karnataka Inland Fisheries (Conservation Development and Regulation) Bill, 1996, the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Karnataka Amendment Bill, 2002, and the Karnataka Municipalities (Amendment) Bill, 2002.

The Land Revenue (Amendment) Bill abolishes the posts of divisional commissioners and entrusts the Karnataka Appellate Tribunal with the appellate and revisional powers of the Divisional Commissioner; redesignate the posts of Deputy Commissioner of Land Records as Joint Director, Deputy Commissioner for Settlement as Joint Director for Settlement, Superintendent of Land Records as Deputy Director, Superintendent for Settlement as Deputy Director, Assistant Superintendent for Settlement as Assistant Director, and Assistant Superintendent of Land Records as Assistant Director. The Bill also provides for disposal of the appeals/revisions pending before the Divisional Commissioner on the date of commencement of the proposed legislation.

The Inland Fisheries Bill provides for conservation, development, and regulation of inland fisheries in the State. The Bill would also prevent extinction of different types of rare species of fish such as Mahaseer, game fish, live fish, etc., by prohibiting fishing during the period June to September.

The Karnataka Municipalities (Amendment) Bill 2002 provides for minimum representation of persons from the Scheduled Castes and the Scheduled Tribes in municipal councils and town panchayats.

The Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Bill, 2002, authorises the original jurisdiction of the courts to the Courts of Sessions, for the speedy trial/disposal of the cases registered in special courts.
