Justice C. N. Ramachandran Nair issued the directive on a petition filed by the Meenchil Chethuthozhilali Union affiliated to the AITUC. The court said that abkari licences were issued to a large number of women. But it was a well-known fact that these women were really not engaged in the business and used as shields to claim protection whenever necessary. The court also directed the Excise Commissioner to file a statement on all aspects relating to the issue of licence to women.
