And now, snapshots of `good work'

HYDERABAD Dec. 17. The State Government is launching a unique scheme of photographing all works executed by various departments in all the districts and put them online to ensure transparency in administration.

To execute the mammoth task, it has decided to impart training to CMEY groups in handling digital cameras. The two-day training programme for members of 28 CMEY groups of Telangana districts was inaugurated by the Secretary of Youth Advancement, Tourism and Culture Department, Chandana Khan, here on Tuesday.

After the training, the CMEY members would periodically take photos of development works, provide them online and submit them at headquarters. On an average 200 to 250 photographs of Government works executed by panchayat raj, rural development, irrigation, Zilla Parishad and welfare departments would be taken.

Ms. Chandana Khan said every work needed to be quantified so that information would be available everywhere and anywhere. All beneficiary- oriented schemes under the social sector were required to be monitored and the task was assigned to CMEY groups. The scheme would come into effect from January 1 as it would meet the twin purposes of generating employment for CMEY groups and ensuring transparency in administration.

She also said that prizes would be given to the best CMEY groups, best youth clubs and best entrepreneur awards at the district level on January 12, National Youth Day, and their success stories would be carried in the newsletter to be published by the department. This would motivate and inspire other groups to perform better, she said. About 12 prizes would be given to each of the 23 districts besides the best CMEY group, best entrepreneur at the State level.

The Youth Services Director, G. Kamal Rao, said the training programme was being conducted simultaneously in Visakhapatnam, Vijayawada and Tirupati besides Hyderabad. The Government would provide digital cameras to the CMEY groups covering all mandals in each district and so far 147 groups had been identified from different mandals. While the camera, printer and CD writer would cost about Rs. 25,000, 30 per cent of it would be revolving fund, 50 per cent bank loan and 20 per cent margin money.
