The district Collector of Prakasam district, Karikal Valaven, dashed off a missive to the State Government charging the district administration of Guntur with being unfair to the people in Prakasam district. Mr. Valaven found fault with the Guntur district administration for not enforcing the State Government's order in its letter and spirit and for soft-pedalling with farmers from drawing water for irrigation purposes. He squarely blamed the Guntur district administration for being partisan towards its farmers. The Prakasam Collector wrote two letters to the Government on December 8 and 9 complaining against the Guntur district administration. Mr. Valaven said in the letter that his district was receiving much less quantity of water than what the Government had ordered for. Clarifying the position, the Guntur District Collector, K. Ramakrishna Rao, in his reply, said 1,500 cusecs of water was to be released to Prakasam district. However, 300 cusecs was estimated to be system loss, including evaporation and seepage. As a result, 1,200 cusecs were actually being sent into Prakasam district. Mr. Rao further added that the formula adopted by the Prakasam district administration to calculate the quantity of water was incorrect. For, the result given when that formula was applied to assess the total receipt of water into Prakasam district was ranging between 600 cusecs to 700 cusecs. However, the formula applied for calculating the water quantity, in consultation with the Chief Engineer of NSRC, by the Guntur district administration was making it very clear that the actual quantity entering Prakasam district was 1,200 cusecs. Giving the break-up of the distribution of the 1,200 cusecs, the Guntur Collector also said that 700 cusecs were being released through the NSRC main canal and 500 cusecs, through the Addanki Branch Canal. The Prakasam Collector and a few elected representatives and the media from Ongole, during their visit to the right canal, detected a couple of oil engines which were being used for tampering with water. Besides, they also noticed a mini-hydel power project drawing water from the canal for power generation. Mr. Ramakrishna Rao said that tampering was, indeed, detected at Pittabandla to an extent of 50 cusecs and at Perumallapalli to an extent of 60 cusecs in Guntur district. They were immediately plugged. Steps were taken to prevent any kind of tampering anywhere. "All my senior officers, including the Joint Collector, Project Directors of Velugu and the DRDA, are all moving on the canals to monitor the supply of water to Prakasam district. I have my officials at every mile. There is no question of tampering. Though the power project does not consume the water, we have ordered the closure of all power projects on the NSRC to avoid any scope for any doubt,'' asserted Mr. Rao. He expressed his displeasure over the charges made by his Prakasam counterpart that hundreds of oil engines were being used in the upper reaches of the canal to tamper water. "There is not even a single oil engine functioning on the canal. We have seized all of them,'' he pointed out.
