K.B. Prakash, who raised the issue, said the ZP members were sidelined at a series of functions at Sorab on Sunday. He pointed out that the invitation cards for the inauguration of the General Hospital and the Livestock Hospital did not have the names of the four zilla panchayat members. This was followed by the dharna in the well of the House under the leadership of the BJP member, Eesuru Basavaraj. Sudha Rajsekhar, Geetha Mallikarjun, Neelamma Suresh, Basavarajappa, and Prakash took part in the dharna. The MLC, Shantaveerappa Gowda, complained that not only the zilla panchayat members but also the people's representatives were insulted by not being properly invited for the functions organised by the zilla panchayat. The President of the ZP, Rohini Nagaraj, who presided over the meeting, gave a ruling that action would be taken against the erring officials within 15 days. Earlier, Mr. Prakash complained that copies of the agenda for the meeting were not being sent to the members well in time, although they were supposed to be sent seven days prior to the meeting. Shivajirao Sindhia of the Congress took objection to the delay in despatching copies of the agenda to the members, and said it was indicative of the fact that the administration was drifting. The ZP President promised the members that she would issue show-cause notice to the officials responsible for the delayed despatch of the compliance report. The deputation of officials led to pandemonium at the meeting with the members criticising the method being followed. The Chairman of the Standing Committee on Social Justice, Shantaveer Naik, who raised the issue, alleged discrimination in the method being followed in deputing officials. He complained that there were no cooks in the hostels run by the Social Welfare Department. The zilla panchayat failed to take action against the authorities, including the Social Welfare Officer, who did not respond to the repeated requests for deputing the cooks. Mr. Naik took objection to the clarification by the Chief Executive Officer, Riteeshkumar Singh, that the Government had temporarily stopped all deputations. Ms. Nagaraj asserted that the zilla panchayat was authorised to take independent action on deputing employees. She, however, said she would take action in the matter after consulting Kagodu Thimmappa, who is the minister in-charge of the district.
