TANSCHE moots uniform fees for affiliation of courses

MADURAI DEC. 8. The Tamil Nadu State Council for Higher Education has recommended a uniform fee structure for affiliation of courses, which colleges pay to universities.

An application fee of Rs. 10,000 has been mooted, irrespective of whether a college was newly-started or already in existence, according to a communication sent to the Madurai Kamaraj University.

The council is awaiting the university's assent. A fee of Rs. 10,000 per UG course in Arts and Science colleges, Rs. 2 lakhs per course in professional colleges and for PG courses in Arts and Science colleges as well as professional colleges and for para-technical courses, such as MBA and MCA, have been suggested. Fees for evening colleges will be the same.

The TANSCHE Advisory Board, expressing deep concern at the deteriorating financial position of universities, recommended criteria for fixing block grants for universities. It has suggested that the entire expenditure on account of salaries be met by the Government and that the income from correspondence courses and distance education and earnings from consultancy be excluded from consideration as the source of salary.

It also provided for a five per cent annual growth over the previous year's expenditure and called for disbursement of block grants on a quarterly basis to enable universities to receive them before the 15th of the first month of every quarter.

On revision of educational fee, the Council recommended increase of special fees in Government and aided colleges, as the previous revision made in 1997 was not enough for developing libraries and modernising laboratories.

Likewise, the corpus fund, created out of savings universities accumulated from resources raised outside the block grants and grants from the University Grants Commission, should be utilised for development purposes and should not be taken into account by the Government while determining the quantum of block grant.

The TANSCHE recommended extension of concession relating to payment of fees, granted to blind students, to all physically-disabled students.
