Govt. departments ignore Apprenticeship Act

HYDERABAD May 17. Despite the GO 14 issued last year by the Labour, Employment and Training Department stipulating that all major Government departments should implement the Apprenticeship Act without fail, not many are showing interest to do so.

One of the reasons for this in most of the Government/quasi Government establishments like the Panchayat Raj, the Public Works Department and Municipalities is non-provision of budget for paying stipend to the apprentices.

The GO was issued following a decision taken last year that all major Government departments like Irrigation, Panchayat Raj, Roads and Buildings, Transco, Genco, the HMWSSB, the Public Health and Municipal Engineering Department, urban development authorities, municipalities should implement the Act `without fail'.

The disinterest shown by the Government departments in utilising the services of apprentices seems to be in tune with the general downward trend in allotment and deployment of apprentices both in the State and private sector. During 1995, there were only 9,727 facilities located and the apprentices engaged were 7,961. In the span of five years from 1995 to 1999 the allotment and deployment of apprentices increased to 17,113 and 13,980 respectively.

During the years 2000, 2001 and 2002 the deployment was 13,128, 14,956 and 12,980 respectively. According to officials of the Employment and Training department, the deployment of apprentices had been decreasing due to closure of certain sick units and also non-use of apprentices by most of the Government/quasi Government departments.
