KAS Officers' Assn. building ready

BANGALORE MAY 17. The 75-year-old Karnataka Administrative Service Officers' Association now has its own building built by the Government at a cost of Rs. 1.6 crore on Infantry Road, adjacent to the one belonging to the IAS Officers' Administrative Research Organisation.

Speaking to presspersons, the President of the association, K.A. Thippe Swamy, said the Government had given a 120 ft. by 150 ft. site on 30-year lease. The 834-member association would now have facilities such as a meeting hall, shuttle badminton court, a dining hall, and rooms for those officers who wanted to stay for a few days during their visit to Bangalore.

He said some officers posted to Bangalore would be accommodated in the building for a fortnight, till he or she made alternative arrangements. It would have a library and facilities for conducting any study in administration.

The Chief Minister, S.M. Krishna, would inaugurate the building on Monday. The Revenue Minister, H.C. Srikantaiah, would preside over the function.

The Home and Minor Irrigation Minister, Mallikarjun Kharge, would release a souvenir, and the Chief Secretary, B.S. Patil, would inaugurate the shuttle court.

Asked about the opportunities for promotion of KAS officers, Mr. Thippe Swamy and the Secretary, U.S. Nejjur, said that recently, the Government had given selection grade and super-time scale to some officers, which was equivalent to the rank of Joint Secretary. Orissa offered the best opportunities for promotion for State civil service officers.

Anthony Mendonca, member, and Mr. Nejjur said that earlier, officers used to be taken into the IAS within 10 years, but now they could not expect it during their service. The State Government was yet to implement at least three promotions for the KAS cadre.

Mr. Thippe Swamy said the association would write to the Government for starting capacity-building refresher courses for them in the same building.
